Regulation: What is a PGB? When do I apply for it?

Do you care for someone long-term or do you need care yourself? Then you may be able to use a personal budget (PGB). With a PGB you control who helps you, when and how. This gives freedom, but also requires some preparation.

What is a PGB?
A PGB is an amount of money with which you buy care yourself. So you choose your own care provider(s), for example a family member or an acquaintance. You do this in consultation with the municipality or a district nurse. The care can include, for example, help with washing, dressing, going to the toilet or administering medication. These are care situations that last longer than one year.

How does applying work?
Applying for nursing and care is done through the district nurse who visits your home to see what care is needed and for how many hours. Together with you (and any family), he or she fills out the forms for the health insurance company.
Applying for assistance (think help with cooking, going with you to appointments or supervision) is done through the municipality. Sometimes they ask for additional information from your family doctor or specialist.

You choose whether the care is done by an informal caregiver (for example, parent or partner) or a formal caregiver. The rate, rights and obligations of informal and formal caregivers differ.

Important to know
A PGB requires a lot of administration. Think about keeping track of hours, contracts and accountability. Familiarize yourself well with this.
Also consider issues such as: “What do we do if the caregiver is sick, or on vacation?”

What is the difference between PGB and ZIN (Care in Kind)
With ZIN, the municipality (JW/Wmo), health insurer (Zvw) or care office (Wlz) arrange the care for you. You receive help from a care organization with which they have a contract. With PGB you arrange the help yourself.
